Agent 365, Researcher, Analyst, and the broader agentic experiences represent a fundamentally different governance challenge from Wave 1 and Wave 2. Work IQ — the persistent intelligence layer that powers all Wave 3 agents — builds a continuous behavioural model of every employee, triggering distinct Privacy Act 1988 obligations. Copilot Cowork, the flagship autonomous task agent, uses Anthropic Claude as a subprocessor, creating a data residency gap outside Australian in-country processing guarantees. Wave 3 began reaching Australian tenants in March 2026, so for most organisations this is no longer a question of if but of what to enable and under what controls.
